The Delhi government has marked a major milestone in its green energy mission under the leadership of Chief Minister Rekha Gupta. In a significant relief for the rural belt, the administration has officially removed the requirement for a No Objection Certificate (NOC) for installing solar panels on agricultural land. This move is part of the ‘Solar se Samridhi’ initiative, which aims to simplify procedures for farmers and increase their annual income through clean energy generation.

No NOC and Double Income for Farmers
Previously, farmers faced many hurdles obtaining clearances from the revenue department to set up solar plants. Under the new policy enforced by Power Minister Ashish Sood, landowners can now install elevated solar structures without needing an NOC or a Change in Land Use (CLU) permit. This applies specifically to the agrivoltaics model.
This system allows farmers to continue growing crops on the ground while generating electricity from panels installed above. It creates a dual source of income: one from the traditional harvest and another from selling surplus power to the grid via net metering. Instead of running around government offices, farmers now only need to submit a simple standardized undertaking to their local power distribution company.
Total Subsidy and Zero Bills for Homes
For domestic consumers living in the city, the financial benefits have become very attractive. The government data shows that a household installing a standard 3 kW solar system can now avail of a total subsidy exceeding ₹1,08,000. This massive support drastically reduces the initial investment required to go solar.
- Central Subsidy (PM Surya Ghar): ₹78,000 is provided by the central government.
- Delhi State Subsidy: The state adds another ₹30,000 (calculated at ₹10,000 per kW).
- Monthly Incentive: Owners also get ₹3 per unit as a generation-based incentive for five years.
Officials state that with this setup, a family consuming up to 500 units of electricity per month can bring their bill down to zero. The application process has also been streamlined through the National Portal for Rooftop Solar, ensuring subsidies are transferred directly to bank accounts.
