Delhi Chief Minister Rekha Gupta has announced a major update regarding land ownership in the national capital. On February 15, 2026, the government declared that every land parcel in Delhi will now be assigned a unique 14-digit identification number. This system, known as the Unique Land Parcel Identification Number (ULPIN) or “Bhu-Aadhaar,” aims to provide a secure and permanent digital identity to every inch of land. The project has now shifted from the planning phase to “mission mode” to ensure fast execution across the city.
What is the 14-Digit ULPIN System?
The ULPIN is essentially an “Aadhaar card” for land. Each plot is assigned a permanent alphanumeric code based on its precise longitude and latitude coordinates. This ensures that the digital identity of the land cannot be tampered with. To make this possible, the government is utilizing advanced technology, including drone-based imagery and high-resolution geospatial data provided by the Survey of India.
Before the city-wide rollout, officials conducted a successful pilot project in Tilangpur Kotla village in West Delhi. During this test, 274 ULPIN records were generated, proving that the technical framework works effectively. The initiative is part of the Digital India Land Records Modernisation Programme and involves the IT Branch of the Revenue Department.
How Will This Benefit Delhi Citizens?
The primary goal of this system is to protect honest landowners and stop land fraud. With a single digital source of truth, cases where the same plot is sold to multiple people will be prevented. The integration of textual records with digital maps means citizens will have easier access to their property details without visiting multiple offices.
