Residents of Antriksh Golf View-2 in Sector 78, Noida, are facing a severe drinking water shortage that has persisted for over six months. Despite paying regular maintenance charges averaging ₹5,500 per month, hundreds of families are currently forced to rely on private water tankers for their daily needs. The situation has escalated after the Noida Jal Board revealed that the builder has outstanding water dues amounting to crores, leading to supply restrictions and urgent notices.

Why is there a water shortage despite paying maintenance?
The primary reason for the crisis is a significant gap between the number of residents and the legal water connections obtained by the developer. The society has 1,055 flats and around 50 shops, but the builder, Colorful Estates Private Limited, reportedly secured water connections for only 650 units. This creates a permanent deficit where the available water is simply not enough for the total population.
Technical inspections by the Noida Jal Board also found infrastructure violations that hamper supply. The builder installed a 4-inch pipeline instead of the mandatory 5-inch pipeline, which restricts water pressure and flow. Consequently, the society spends nearly ₹5.9 lakh every month on private tankers to fill the gap, a cost that residents feel is unfair given their regular maintenance payments.
Financial Burden and New Demands on Residents
While residents have been paying their dues, the financial mismanagement has led to a massive pile-up of arrears with the Noida Authority. Reports indicate that the total outstanding water bill, including penalties and interest, ranges between ₹1.36 crore to ₹4.57 crore. Instead of clearing these dues from the maintenance funds collected over the years, the builder has placed a new financial demand on the flat owners.
| Expense Type | Amount / Details |
|---|---|
| Outstanding Water Dues | ₹1.36 Crore to ₹4.57 Crore |
| Monthly Tanker Cost | ₹5.9 Lakh (approx. 306 tankers) |
| New Demand by Builder | ₹25,000 – ₹29,500 per flat |
| Monthly Maintenance | ₹5,500 (approx. avg) |
The developer has asked residents to pay an additional ₹25,000 to ₹29,500 per flat to apply for a third water connection. Residents are protesting this demand, stating they have already paid for these facilities when purchasing their homes.
Official Action and Current Status
The Noida Authority is taking a strict view of the situation. Officials noted that the Occupation Certificate (OC) of the project was cancelled back in February 2022 due to unauthorized construction and layout violations. The Jal Board has issued multiple notices to the builder to clear the dues.
Although the builder recently deposited a partial payment of ₹28 lakh, officials state this is insufficient to resolve the issue. The Authority is now preparing a final notice. Meanwhile, resident groups are demanding that the Noida Authority take over the water management directly to ensure transparent billing and regular supply, as they fear the funds collected by the builder are not reaching the government departments.
