Pakistani intelligence agency ISI has received sensitive data from India through an alleged spy named Sameer Shooter. He was arrested for espionage, and forensic analysis of his mobile phone revealed shocking details. The data included videos, photos, and locations of military bases, airports, and religious sites.
National Investigation Agency (NIA) and other central agencies are conducting an in-depth investigation into the matter, which also revealed connections with terror organizations in Kashmir.
What Did the Investigation Reveal?
The investigation by NIA and central agencies found that Sameer Shooter was actively compromising India’s security. He sent crucial information about military installations, factories producing defense equipment, strategic airports, railway stations, metro stations, and religious places to ISI agents.
His mobile phone, recovered from his uncle Imtiaz in Bhagalpur’s Nathnagar police station area, provided these key insights. The Ghaziabad police, who arrested Sameer Shooter around March 22, 2026, took the recovered mobile for further investigation.
Sohail alias Romeo and Meera were also part of this network. Meera was reportedly involved in pistol smuggling. Sameer’s handler in Pakistan was identified as ‘Sarfraz alias Sardar’. Naushad, a close associate, also participated in reconnaissance activities in Bihar and Jharkhand.
How Did the Network Operate?
Sameer Shooter worked at roadside eateries, collecting intelligence by taking photos and videos from different angles. He received technical training on how to securely record, store, and transmit sensitive data. He lured over 150 young individuals into his network with promises of money.
The network members allegedly used Hindu names and disguises for their anti-national activities, including espionage and reconnaissance. An angle of ‘Love Jihad’ is also under investigation. Mobile data showed that Sameer Shooter and Naushad Chand conducted reconnaissance in Bihar’s Bhagalpur and Jharkhand’s Deoghar, including monitoring the Baba Baidyanath Dham temple.
The charges against him include sections 152 (endangering India’s sovereignty and integrity) and 61(2) (criminal conspiracy) of the Indian Penal Code, sections 3 and 5 of the Official Secrets Act, and section 18 of the Unlawful Activities Prevention Act (UAPA) 1967.
Kashmir Connection and Recent Updates
Further investigations revealed Sameer Shooter’s connections with active terror organizations in the Kashmir Valley. Sohail, Naushad, and Sameer were also scheduled to travel for reconnaissance in Jammu & Kashmir and Leh-Ladakh. The accused would often ask for small amounts, between 500 to 1000 rupees for drugs from his foreign contacts.
On March 28, 2026, forensic reports confirmed the sensitive data sharing and the Kashmir links. Earlier, on March 27, 2026, security agencies were recovering mobile data and investigating other collaborators and funding sources. Bhagalpur SSP Pramod Kumar Yadav stated that the matter is serious for national security, and major actions are expected soon.
