What Are The Proposed Changes to Metro Fines?

The Jan Vishwas (Amendment of Provisions) Bill, 2026, was introduced in the Lok Sabha on Friday, March 27, 2026. This bill seeks to amend the Metro Railways (Operation and Maintenance) Act, 2002. Minister of State for Commerce and Industry Jitin Prasada presented this bill, which primarily focuses on replacing some criminal punishments with higher monetary fines. These amendments are intended to discourage violations through more substantial financial deterrents rather than imprisonment.

How Will This Impact Commuters?

Daily commuters on the Delhi Metro will be directly affected by these proposed changes. Adherence to rules will become even more critical to avoid substantially increased penalties. The Delhi Metro Rail Corporation (DMRC), along with the Central Industrial Security Force (CISF) and Delhi Metro Rail Police (DMRP), already deploys flying squads to monitor and penalize violators. These teams will now have the backing of these much higher proposed fines.

Here are the key proposed increases:

  • Sitting on the metro floor, drunkenness, nuisance, spitting, quarreling, or carrying offensive materials: The fine is proposed to be increased to up to ₹2,500 from the current ₹200 to ₹500.
  • Writing or pasting anything in metro compartments and refusing to remove it: This fine could go up to ₹10,000. The existing provision for up to 6 months imprisonment is set to be removed.
  • Unlawful entry into coaches reserved for women: The fine is proposed to increase to up to ₹5,000 from the current ₹250. The imprisonment provision for this offense is also proposed to be removed.
