The Delhi Government and the Directorate of Education (DoE) have issued strict guidelines for private schools regarding the sale of books and uniforms for the new academic session starting in April 2026. These rules aim to reduce the financial burden on parents and stop the arbitrary practices of private unaided schools. Schools are now prohibited from forcing parents to purchase educational materials from specific vendors or the school premises itself.
Key Rules for Private Schools in Delhi
Private schools must provide a clear, class-wise list of books, stationery, and uniform specifications on their official notice boards and websites. They are required to list at least five or more nearby shops where these items are available. Parents remain free to buy these materials from any shop of their choice beyond the suggested list. Schools cannot change the color, design, or specifications of the uniform for at least three years once they are fixed. Furthermore, schools are not allowed to pressure students to buy additional study materials outside the prescribed curriculum.
Action Against Violations and Complaint Process
Education Minister Atishi stated that schools violating these norms will face legal action under the Delhi School Education Act and Rules (DSEAR) 1973 and the Right to Education rules. Since private schools operate on a no-profit, no-loss basis, any commercial activity or financial burden on parents is not permitted.
