The Delhi government has announced a major update for commercial vehicle owners and transport companies. Starting November 1, 2026, only goods vehicles that meet BS-VI emission standards or run on clean fuels like CNG and electricity will be allowed to enter the national capital. This move is part of the Air Pollution Mitigation Action Plan 2026 recently unveiled by Chief Minister Rekha Gupta to tackle the city’s rising pollution levels and improve air quality.
New Entry Rules and Strict Penalties for Violators
The new regulations state that any goods vehicle not meeting the Bharat Stage (BS)-VI norms will be barred from entering Delhi. While BS-IV vehicles were given a temporary extension until October 31, 2026, that grace period is now set to expire. To ensure strict compliance, the government will use Automatic Number Plate Recognition (ANPR) cameras to track vehicles and enforce the No PUC, No Fuel policy at fuel stations.

Government Focus on Public Transport and Infrastructure
Beyond vehicle restrictions, the Delhi Government is pushing for a cleaner public transport system. The target is to have 13,760 buses by the 2028-29 period, with a heavy focus on increasing the number of e-buses. Additionally, the plan includes installing 32,000 EV charging points across the city to support the shift towards electric mobility. During peak pollution months, the government may also implement staggered office hours and work-from-home options for employees to reduce road traffic.
