The Delhi government has tightened the rules for businesses using commercial LPG cylinders. According to a new official order, commercial and industrial consumers located in areas where Piped Natural Gas (PNG) networks are available must now apply for or obtain a PNG connection to continue receiving LPG supplies. This decision comes from the Food, Supplies and Consumer Affairs Department to streamline energy consumption and manage supply constraints.

Rules for Businesses and Industrial Units

The Food, Supplies and Consumer Affairs Department issued this order on April 2, 2026. Under the new guidelines, businesses in regions with active PNG infrastructure must register with Oil Marketing Companies (OMCs) and show proof of application with Indraprastha Gas Limited (IGL). For locations where PNG pipelines have not yet reached, business owners are required to submit a written declaration stating they will switch to PNG once it becomes available in their area. This order modifies earlier policies to align with central government mandates regarding energy transitions.

Compliance and Exceptions for Consumers

Oil Marketing Companies are now responsible for verifying these documents at least once to ensure every consumer is following the new mandate. A list of businesses willing to switch will be shared with IGL for further processing. However, if a business has a specific technical requirement for LPG despite having a PNG connection, they can apply for an exception. Such cases will be reviewed by the additional commissioner of the department in consultation with the OMCs to determine if a dual supply is necessary for operational needs. The details of the policy are outlined below:

Requirement Type Action Needed
Areas with PNG network Must have applied for IGL PNG connection
Areas without PNG network Written declaration of intent to connect
Verification Process OMCs to collect documentation at least once
Specific Operational Needs Apply to Additional Commissioner for exception
Domestic PNG Policy Supply cut off if PNG not adopted where available
