This operation was carried out around April 4, 2026, with the active cooperation of the Uttar Pradesh Anti-Terrorist Squad (UP ATS). Rizwan had been on the radar of security agencies for several months due to his suspicious activities and alleged involvement in building a terrorist network within the country.

What was found during the Kushinagar operation?

Security agencies conducted a detailed search following the arrest and recovered several incriminating items from the suspect’s possession. The recovery highlights the serious nature of the threat that was being managed by the intelligence teams. The following items were seized during the action:

  • Bomb Making Materials: Various chemicals and components used for assembling explosive devices.
  • Extremist Literature: Jihadi literature intended for radicalization and recruitment.

  • Network Details: Information related to the recruitment of new members for ISIS in India.

Past record and the bigger terror network

Investigating officers have revealed that Rizwan, also known as Rizwan Abdul Haji Ali, is not a new face for the law enforcement agencies. He has a history of involvement in anti-national activities and was previously arrested in 2015. During that time, he was lodged in the Arthur Road Jail in Mumbai for his links to terror modules. His recent activities suggest he was trying to revive his network to carry out a major strike.

In a related development, the UP ATS has also arrested four other individuals named Sakib, Arbab, Vikas Gehlawat, and Lokesh. These individuals were reportedly working on instructions from Pakistani handlers to spread terror. Rizwan is currently being interrogated in Delhi to uncover the full extent of the conspiracy and to identify other potential sleeper cells operating in the region.
