The Delhi government is all set to change the way citizens interact with public offices by bringing governance to their smartphones. Starting in early March 2026, the administration will begin trial runs for delivering public services directly through WhatsApp. The Information Technology (IT) Department has finalized the preparations, and if the trials succeed, the full service will be available to the general public by late March or April.

How will the new WhatsApp service work?

To use this service, citizens will simply need to send a message saying “Hi” to a dedicated official WhatsApp Business number. An AI-enabled chatbot will then guide the user through the process in either Hindi or English. The system aims to be user-friendly so that people do not have to visit government offices physically.

Most of the work will happen within the chat window itself. For steps that require uploading documents, the chatbot will use specific tools to guide users to the e-district portal securely. The system is also designed to verify user details in real-time by checking government databases, ensuring that the process is safe and authentic.

Which services are available and how to pay?

The pilot project will start with the Revenue Department, focusing on issuing marriage, income, and domicile certificates. Eventually, the government plans to offer around 50 different public services through this platform. This includes applying for birth and caste certificates, paying property tax, and tracking welfare schemes.

Payment for these services has been kept simple. Users can pay the standard government fees using UPI, WhatsApp Payments, net banking, or cards. There is no extra fee announced just for using WhatsApp. Once the payment is done, an automated receipt will be sent to the user immediately.
