Delhi Police have arrested a labourer named Yogesh Kumar in connection with the tragic death of 25-year-old Kamal Dhyani in Janakpuri. The victim fell into a deep open pit dug by the Delhi Jal Board and remained trapped inside for nearly eight hours before being found. Investigations revealed that Yogesh was present at the site and saw the accident happen but failed to inform the authorities, which could have saved the victim’s life.

Why was the labourer arrested?
Police investigation found that Yogesh Kumar, aged 23, was present at the construction site when the accident occurred between 11:30 PM and 12:00 AM on February 6. He noticed the bike’s headlight inside the pit at 12:22 AM. Instead of calling the police or an ambulance, he reportedly called his boss and then left the site to avoid trouble. He is also accused of misleading the victim’s family members who were searching for Kamal throughout the night. Police tracked him down and arrested him from Firozabad in Uttar Pradesh.
Sub-contractor role and safety violations
The sub-contractor, Rajesh Kumar Prajapati, also reached the spot shortly after the fall. Reports suggest he saw the situation but chose to leave without informing anyone. A court has sent him to one-day police remand. The investigation highlighted severe safety failures at the site:
- No Barricading: The 15-20 foot deep pit was left open without proper barriers.
- No Lights: There was no lighting or reflective tape to warn drivers at night.
- Ignored Rules: Safety protocols mandated by the Delhi Jal Board were allegedly ignored.
The Delhi government has announced a compensation of ₹10 lakh for the victim’s family. Three engineers from the Delhi Jal Board have also been suspended pending inquiry.
