The Delhi government has implemented the Delhi Food Security Rules, 2026, marking a complete transition to a digital ration card application system. Effective from February 19, 2026, manual and offline applications are officially discontinued to ensure transparency and reduce leakages in the public distribution system. This move comes as the Department of Food, Supplies and Consumer Affairs prepares to fill approximately 8 lakh vacancies within the city’s capped quota of 72 lakh ration cards.

New Eligibility Criteria and Required Documents

Under the updated guidelines, the annual family income eligibility limit has been raised from 1 lakh to 1.20 lakh. The eldest female member of the household, aged 18 or above, must be designated as the head of the family for the application. If no adult female is present, the eldest male will act as the head until a female member reaches adulthood. Applicants must provide the Aadhaar numbers of every household member during the online process on the e-district portal.

  • Aadhaar Card: Mandatory for every family member listed.
  • Income Certificate: Issued by the Revenue Department.
  • Electricity Bill: Connection must not exceed 2 kW.
  • Residence Proof: Required if the current address differs from Aadhaar.
  • Undertaking: A signed document confirming eligibility.

Verification Process and Exclusion Rules

Every online application will undergo strict scrutiny by the Food Supply Officer (FSO). Officers are mandated to conduct door-to-door physical verification if any discrepancies are found or for general validation. After the FSO scrutiny, applications move to the Assistant Commissioner and finally to a District-Level Committee chaired by the District Magistrate for final approval. The government has also activated a two-tier grievance redressal system where urgent complaints must be resolved within 2 to 24 hours.
