The Gurugram Cyber Police has dismantled an illegal parallel telephone exchange that was facilitating fraudulent activities for handlers based in China. Operating from a rented apartment on the fourth floor in Sector 28, the setup used advanced technology to bypass Indian telecom filters. The police arrested Kung Panmae, a 30-year-old native of Nagaland, on February 11, 2026. A hunt is currently on for her husband, Haithem, who managed the technical coordination with international handlers.

Modus Operandi of the Virtual SIM Box

The illegal exchange utilized a Virtual SIM Box to convert international VoIP calls from China into local Indian voice calls. This mechanism made it appear as though the scammers were calling from within the country, making it difficult for law enforcement to track them and bypassing standard telecom security. The suspects used an application called VDMS Apk on smartphones to automate the calling process, allowing them to execute various scams such as digital arrests, fake investment schemes, and rigged online gaming frauds. According to ACP Cyber Crime Priyanshu Dewan, the setup was designed to dial Indian numbers sequentially and automatically.

Seized Equipment and Investigation Details

During the raid conducted on February 10, 2026, the police recovered several electronic devices used to run the illegal exchange. The arrested woman was reportedly responsible for keeping the devices online and charged, while her husband received commissions from Chinese handlers for hosting the equipment. Officials stated that such illegal VOIP routing systems pose a significant threat to national security as they facilitate untraceable communications for criminal networks. An FIR has been filed under the Bharatiya Nyaya Sanhita (BNS) and the IT Act.
