The Manesar Municipal Corporation (MCM) has decided to take strict action to keep the city clean and stop open dumping. In a major update for property owners, Commissioner Pradeep Singh has stated that landlords will now be held responsible if their tenants are found throwing garbage in open spaces. The corporation has adopted a zero-tolerance policy to stop the practice of littering on empty plots and roads.
Property Sealing and Landlord Responsibility
Under the new directives, if a tenant violates waste management rules, the challan will be issued directly to the house owner. The authorities have made it clear that if the owner fails to pay the fine, the corporation will seal the property, whether it is a house or a shop. The pending amount will then be recovered like land revenue. This step aims to ensure that owners also keep a check on waste disposal methods used by people living in their buildings.
Official Fines and Penalties
The corporation has set specific fines based on National Green Tribunal (NGT) orders to discourage littering. Strict action including FIRs will be taken against those who burn garbage or break rules repeatedly.

Special Cleaning Drive and Monitoring
Starting Monday, February 16, 2026, MCM is launching a special 15-day cleanliness drive across all wards. The goal is to clear garbage from main roads and vacant plots. To ensure proper monitoring, the corporation will use drones to identify garbage hotspots. Additionally, GPS systems are being used to track door-to-door waste collection vehicles in real-time. Officials found negligent during this campaign will face strict departmental action.
