The Municipal Corporation of Delhi (MCD) has set a target to conduct elections for Town Vending Committees (TVC) by July 2026. This initiative is a major step towards organizing the city’s street vendors and establishing designated vending zones across various neighborhoods. The civic body expects to complete the entire election process within four months from March 21, 2026, providing a structured system for thousands of vendors who operate in the capital.

Who can vote and how many committees will be formed?

The MCD has recently completed a re-survey of street vendors to ensure everyone is accounted for. In the first phase, over 62,333 certificates were issued, and the second phase has identified approximately 22,000 more vendors. It is important to note that only vendors holding a valid Certificate of Vending (CoV) will be allowed to vote in these upcoming elections. The MCD is currently in the process of finalizing the voter lists based on these certificates.

The plan involves forming around 27 committees across the city to cover all 250 wards. Each Town Vending Committee will have a specific structure to ensure fair representation:

  • 12 vendor representatives elected by the vendors themselves.
  • Representatives from Resident Welfare Associations (RWAs) and market associations.
  • Subject matter experts and members from voluntary organizations.
  • Official members from the Municipal Corporation of Delhi.

What will be the main responsibilities of these committees?

Once formed, these committees will hold significant authority over how street vending is managed in Delhi. Their primary goal is to find a balance between the livelihood of vendors and the convenience of the general public. They will be responsible for identifying which areas should be designated as vending zones and which should remain no-vending zones to prevent traffic jams.

MCD officials stated that these committees will also have the power to relocate vendors from very crowded spots to safer, designated spaces. This move is expected to improve pedestrian movement and public safety while giving street vendors a legal and permanent place to do their business without the fear of sudden removal.
