Why are hospitals refusing treatment?

The main issue lies in the administrative gaps. Although the money is being cut from salaries, most employees have not yet received their official medical cards. Without these cards or a proper referral, hospitals are hesitant to admit patients under the cashless scheme. Furthermore, the database for dependents is not fully updated, causing issues when employees try to get treatment for their family members. In many cases, hospitals are asking patients to deposit money in advance instead of offering the promised cashless facility.

Strict Action Warning by MCD

Taking note of these complaints, the MCD administration has decided to act tough. On February 2, 2026, the Director of Hospital Administration issued a strict warning to all empanelled hospitals. The order states that if any hospital refuses cashless treatment to valid beneficiaries, their empanelment will be cancelled immediately. Additionally, the corporation has threatened to forfeit the security deposit of such hospitals. To assure hospitals of timely payments, MCD has also created a special Escrow Account for clearing bills.

Employees need to be aware of the specific rules regarding this mandatory scheme. The corporation has set a deadline for paperwork to ensure smooth processing.

  • Contribution: A sum between Rs 250 and Rs 1,000 is deducted monthly based on the pay scale.
  • Joint Declaration: If both husband and wife work for MCD, they must submit a declaration by February 28, 2026, to stop double deduction.
  • Emergency Rule: In case of accidents or emergencies, treatment can be taken at any nearby hospital, but it might require a reimbursement claim later if cashless access is denied.
  • Hospital Rates: All treatments are capped at standard CGHS rates.
