Reasons for the failure of the operational model

The Municipal Corporation of Delhi (MCD) Department of Environment Management Services (DEMS) has pointed to several administrative and logistical hurdles. Officials claim that there is a severe shortage of permanent cleaning staff to manage these premises daily. Furthermore, private agencies are showing interest only in locations where high user charges can be collected, leaving residential and dairy areas neglected.
